In accordance with Part XI of the (Planning and Development) Acts 2000 (as amended) and Part 8, Article 81 of the Planning and Development Regulations 2001 (as amended), notice is hereby given that Limerick City & County Council proposes to carry out the following development at Cruise’s Street, Todd’s Bow, Chapel Street, Denmark Street, Market Alley, Robert Street, Cornmarket Row, Carr Street, Ellen Street, Little Ellen Street, Back Lane, High Street, Mungret Street, Mungret Court and Michael Street.
The development will consist of:
- Reduction in the width of carriageways to a minimum of 3.1m each and subsequent increase in footpath widths to prioritise pedestrians over vehicular traffic
- Introduction of a shared surface, where the pedestrian zones and carriageway will be at the same level, on Robert Street, Cornmarket Row, Carr Street, High Street and parts of Denmark Street, Ellen Street, Mungret Court and Mungret Street
- Conversion of junctions in some locations within the proposed development boundary to raised table junctions, which will act as traffic calming measures
- Removal of on-street parking in certain locations and relocation of taxi-ranks, loading bays and accessible parking bays to other locations within the proposed development boundary to provide wider footpaths and pedestrian zones, additional casual trading areas, outdoor dining and additional amenity spaces
- Provision of street furniture including seating areas, trees, planting, bicycle stands, bollards, litter bins, public lighting and signage
- Relocating overhead utilities underground to declutter the streetscape
- Provision of interpretive signage and paving to represent the area’s history and built heritage
- All associated site works
In accordance with Article 120(1)(a) of the Planning and Development Regulations 2001, as amended, the Local Authority has carried out a preliminary examination of the nature, size and location of the proposal, and has concluded that there is no real likelihood of significant effects on the environment arising from the proposed development, and an EIA is not required.
In accordance with Article 120(1)(b)(i) of the Planning and Development Regulations 2001, as amended, the Local Authority has carried out a screening for environmental impact assessment of the proposal. Having regard to the information specified under Schedule 7A of the Planning and Development Regulations 2001, as amended, and based on an examination of the nature, size and location of the development, it is determined that there is no likelihood of significant effects on the environment arising from the proposed development.
Nonetheless, a person may within 4 weeks from the date of the notice, apply to An Bord Pleanála for a screening determination as to whether this development would be likely to have significant effects on the environment. Such a submission should be addressed to the Secretary, An Bord Pleanála, 64 Marlborough Street, Dublin 1.
Limerick City & County Council has carried out an Appropriate Assessment (AA) Screening Report and has determined a that a full Appropriate Assessment is not required in respect of this proposed development.
Plans and particulars of the proposed development will be available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy from 12/05/2025 up to and including 09/06/2025 (4 Weeks) at, Limerick City & County Council, Merchant's Quay, Limerick between 9a.m. - 5p.m. Monday to Friday (excluding Bank Holidays) and at the Planning Development Department, Limerick City & County Council Offices, Dooradoyle Road, Limerick V94 WV78 between 9 a.m. - 4 p.m. (excluding Bank Holidays). Plans and particulars of the proposed development will be available for inspection online during the above timeframes at https://mypoint.limerick.ie.
Submissions and observations in relation to the proposed development, dealing with proper planning and sustainable development of the area in which the development would be situated may be made:
