The Mayor of Limerick has signed a Mayoral Order to complete the disposal of approximately 31 acres of Limerick City and County Council-owned land at Ballygrennan on the western edge of Moyross.
This land will be disposed to Cluid Housing and Whitebox in a joint venture after they emerged as the successful bidder to develop the site, to be known as ‘Greenhills’.
Elected members granted a Section 183 in 2023, providing for the procedure to be followed in relation to the disposal of land held by a local authority. A planning application for a mixed-use development on the site was granted planning permission by Limerick City and County Council in 2024.
The development will include:
- Residential Units: 73 units (34x3-bed, 12 x4-bed, 27x3-bed)
- Neighbourhood Centre: 42x 2-bed apartments, pharmacy with drive-through, coffee shop, local convenience retail unit, day centre
- Nursing Home: 3-storey, 90-bed facility
- New Ambulatory Medical Facility
- Phase 1: Single-storey medical unit (3,297 sqm) with consulting, diagnostic, and treatment rooms
- Phase 2: Four-storey medical unit (9,132 sqm) with consulting, diagnostic, and treatment rooms, restaurant/coffee shop
The development lines up with objectives of the Limerick Development Plan and is reinforced in the More For Limerick Mayoral Programme 2024-2029, including revitalising the Moyross area and activating public lands for housing more quickly.
The project will also provide a significant jobs boost to the Northside of Limerick city, creating employment in the area (both during and after construction), providing upgraded medical facilities, improved infrastructure and a boost to affordable housing options.

A contractor has been identified and work is expected to begin shortly.
